  1. Bari Brahmana, Jammu has also been included in the list of Inland Container Depots for unloading of imported goods and loading of export goods by Notification No.70/2003-Customs (NT) dated 10th September, 2003.

  2. Notification No. 75/2003-Cus(NT) dated 12th Sept., 2003, fixes the rate of interest at 6% per annum for delayed refund of Customs Duty. Earlier the rate of interest was 8% per annum.

  3. Interest rate on delayed payment of duty in special cases has been brought down at 13% per annum from 15% by Notification No. 76/2003-Customs(NT) dated 12th Sept., 2003.

  4. Circular No. 79/2003-Cus. dated 4th Sept., 2003, clarifies that status holders, manufacturer exporters registered with Central Excise who have been exporting during the previous two years with minimum export of Rs. 1 crore or more during the preceding financial year and manufacturer exporters who have paid central excise duty of Rs. 1 crore or more during the preceding financial year will not be required to furnish any ‘Surety’ for import under Advance Licence/EPCG Scheme. This circular restore the facility availed by status holders under circular No.45/96.

  5. Custodians of ICDs/CFSs cannot charge insurance for the goods which been already insured by the exporters and importers as per Circular No. 80/2003-Cus. dated 5th September, 2003.

  6. Circular No. 81 dated 5th Sept., 2003, clarifies that the certification charges paid by the exporters to the certifying agencies will not be considered to be additional value and cut and polished diamond re-imported after certification by the specified agencies abroad will be eligible for duty free import under Notification No. 55 dt. 16.3.01.

  7. Central Excise Circular No. 741/57/2003-CX dt. 2nd Sept., 2003, clarifies that the facility of self sealing and self certification of export goods allowed to manufacturer-exporter under Circular No. 736/52/2003-CX dt. 11.8.03, will not be applicable to exports to Nepal and Bhutan.

  8. Notification No.77/2003-Customs (NT) dated 18th September, 2003 makes upward revision in duty drawback rates in Chapter 61 in respect of Sub-serial Nos. 61.01, 61.03, 61.05, 61.07 and 61.09.

  9. Circular No. 83/2003-Cus. dated 18th September, 2003 issues guidelines/ clarifications for fixation of Brand Rate of Duty Drawback by the Central Excise field formations.

  10. Central Excise Circular No. 747/63/2003-CX dated 22nd September 2003 speaks about the introduction of new formats of monthly/ quarterly returns to be filed by SSI/Non-SSI manufacturers, EOUs and Registered Dealers, which has been come in to force from 1st October, 2003.
