  1. Notification No.150/2003-Customs dated 14th October, 2003 notifies Sea Port Cochin and ICD Tukglakabad or Bangalore also for imports under Notification No.26-Customs dated 1.3.2000 which seeks to exempt specified goods under free trade agreement with Sri Lanka.

  2. Kudankulam (in State of Tamilnadu) has also been included in the list of Customs Ports for unloading of imported goods and loading of export goods or any class of such goods by Notification No.82/2003-Customs (NT) dated 6th October, 2003.

  3. Special provisions relating to Special Economic Zones will now come into force from 1st day of December 2003 as per Notification No.84-2003 – Customs (NT) dated 14th October, 2003.

  4. Notification No. 93/2003 –Customs (NT) dated 30th October, 2003 makes Amendments in Chapter 50 & 62 of Drawback Schedule 2003-04.

  5. Circular No.86/2003-Cus dated 3rd October, 2003 clarifies that in respect of Central Excise Duty and Service Tax , the date of payment will be the date of presentation of cheque in the Bank subject to realisation of the cheque.

  6. Circular No.88/2003-Cus dated 6th October, 2003 announce facility of permitting imports/exports against Telegraphic Release Advice (TRA) under Duty Free Credit Entitlement Certificate (DFCEC) for Status Holders, Duty Free Credit Entitlement Certificate (DFCEC) for Service Providers and Export Promotion Capital Goods (EPCG) Scheme.

  7. Circular No.89/2003-Cus dated 6th October, 2003 issues further clarifications/guidelines for removal of difficulties for fixation of Brand Rate of Duty Drawback by the Central Excise field information under Rules 6 & 7 of the Customs and Central Excise Duty Drawback Rules.

  8. Export of Honey is to be allowed only against certificate of inspection issued by any of the notified Export Inspection Agency as per Circular No.90/2003-Cus dated 13th October, 2003.

  9. Circular No.93/2003-Cus dated 28th October, 2003 clarifies that all goods which are cleared after 14.5.2003 irrespective of their date of warehousing i.e. whether prior to or after 14.5.2003 shall be eligible for interest free period of a total of 90 days.
