  1. Notification No.111/2003-Customs dated 17th July,2003 is the corresponding Notification to DGFT’s Public Notice No.19 dated 31st July, 2003 which extend the facility of Duty Free Import of goods upto 1% of FOB value of exports made during the preceding licensing year to manufacturer agro chemicals sector units having export turnover of Rs.20 crore or above during the preceding licensing year and having a Registered Research and Development Wing.

  2. Notification No.114/2003 dated 22.7.2003 has provided exemption from SAD on goods manufactured and produced by SEZ Unit and brought to DTA for sale. However, this shall be applicable only in cases where exemption from Sales Tax is not available from State Government.

  3. Notification No.52/2003-Customs (NT) and Notification No.53/2003-Customs (NT) both dated 22nd July, 2003 regarding Special Economic Zones (SEZ) Rules 2003 and SEZ (Customs Procedures) Regulations 2003 respectively, have been notified which will come into force from 15th August, 2003.

  4. Dadri, Greater Noida has also been included in the list of Inland Container Depots for unloading of imported goods and loading of export goods by Notification No.57/2003-Customs (NT) dated 25th July, 2003.

  5. Customs Circular No.64/2003-Customs dated 21st July, 2003 has clarified that export benefits on FOB value without deducting agency commission up to the limit of 12.5% of FOB value would be allowed and agency commission exceeding this limit will be deducted from the FOB value for granting export benefit under Drawback, DEPB, Advance Licence and DFRC schemes.
  6. Facility of self-declaration for non-availment of Cenvat credit for claiming Duty Drawback was allowed w.e.f. 17th February, 2003. This facility has now been extended to past cases also by Circular No.65/2003-Customs dated 28th July, 2003.

  7. Circular No.67/2003-Customs dated 28th July, 2003 issues fresh Instructions/Guidelines for grant of Telegraphic Release Advice (TRA) under Advance Licence/DEEP/ DFRC schemes, to avoid delay.

  8. Circular No.68/2003-Customs dated 30th July, 2003 is regarding Operationalisation of SEZ Rules and Regulations.
