Trade Policy
Scientific and surgical instruments are classified under HS code 90. Except for passive night goggles, all the instruments are freely importable. For the goggles a licence is required for import.

Industry Policy
Medical and surgical instrument production is very low in the country. Indigenous industry is capable of supplying about 40 per cent of the demand and the rest is imported. Most of the Indian manufacturers are concentrated in small scale sector.

Tariff-non-tariff Policy
Total import duty for various scientific and surgical instrument ranges between nil to 56.83 per cent. The basic duty on dutiable items ranges from 5 to 30 per cent. The additional duty ranges from 0 to 16 per cent while special additional duty is same for all items at four per cent.
