Trade Policy
Rubber and rubber manufactured products are listed under HS code 40. Item falling under code 4004 and most items under code 4012 fall under the restricted lists of items. Imports of all other items are freely allowed.

Industry Policy
Rubber goods manufacturing industry if a de-licensed industry. Goods like cycle tyres and tubes, canvas, rubber washers etc. are reserved for small scale sector.

Tariff-non-tariff Policy
Most items listed under the code 40 attract an import duty of 56.83 per cent which includes 30 per cent basic duty, 16 per cent additional duty and 4 per cent special duty. There are few exceptions such as duty on items whose code begins with 400110 attract a higher 70.8 per cent import duty. Similarly, additional import duty is nil on plates, blocks, sheets and strip of micro-cellular rubber but not of latex foam sponge, used in manufacutre of soles, heels or sole and heels combined for footwear.
