Leather Goods
Trade Policy
Articles under HS code 42 and 43 are freely importable. However, most items
under 4301, 4302 and 4303 are subject to Wild Life (Protection) Act, 1972
and CITES. Imports of tiger-cat skins are entirely prohibited. However,
imports of articles of furskin of wild animals falling under HS code 4303,
covered under Wild Life Protection Act 1972, are not permitted at all.
Articles falling under HS code 6403 are also freely importable.
Industry Policy
No industrial licence is required for manufacture of most of the items of
the leather industry. However, the location of industrial projects will be
subject to Central and State environmental laws or regulations including
local zoning and land use laws and regulations. Filling of Industrial
Entrepreneurs' Memorandum (IEM), in the prescribed format is required. Some
items of such as leather shoe upper (closed), leather sandals and chappals,
leather garments, industrial leather gloves, leather suitcase and travel
goods, leather purses and hand bags, fancy leather goods and novelty items,
watch straps and leather straps of all types are reserved for small scale
sector. Non-small scale units can manufacture these items after obtaining
industrial licence, which is granted subject to an exports obligation of 50
per cent of the production each year.
Tariff-non-tariff Policy
Import duty on articles falling under HS code 42 is 56.83 per cent which
includes 30 per cent basic duty, 16 per cent additional duty and four per
cent special additional duty. Articles under HS code 4301 and 4302 attract a
lower import duty of 19.6 per cent which includes a 15 per cent basic duty
and four per cent special additional duty. Articles under HS code 4303 and
4304 are having import duty of 56.83 per cent, which includes a basic duty
of 30 per cent, additional duty of 32 per cent and special additional duty
of four per cent. Imports of articles falling under 6403 attract 56.83 per
cent import duty which includes basic duty 30 per cent, additional duty 16
per cent and special additional duty four per cent.
