Cosmetics and toiletries are classified under the HS code 33. All items are under OGL.

Industry Policy
Soaps and detergent are the major segments of the industry. Soaps and detergents de-licensed. About 90 per cent of the production of laundry soap is in the small scale units.

Tariff-non-tariff Policy
Most items under code 33 attract 56.83 per cent import duty, which includes 30 per cent basic duty, 16 per cent additional duty and four per cent special additional duty. There are few exceptional rate of duties on items whose code begins with 330210. These items have basic duty of 160 per cent, while additional and special additional duties are same as for other items. Because of this total duty worked out at 213.66 per cent. There are few items which have zero additional duty. These items are henna powder, tooth powder and tooth paste, agarbatti, dhoop and similar preparation in any form and on kumkum, kajal, sindhur, alta and mahavar.
